WisconsinEye, looking to broaden its financial support beyond hard-hit donors, has warned the Legislature that an impasse with Time Warner over carrying its programming could jeopardize its presence on cable and "the future viability of the network."

In a letter to the chief clerks last month, WisconsinEye President Chris Long wrote that Time Warner had failed to respond to the network's good faith efforts to reach a long-term agreement. WisconsinEye has notified the cable provider, which serves the eastern third of the state, that it will pull its signal on Sept. 1 unless a deal can be reached before then.

07.20.09 | The Business Journal: WisconsinEye signs long-term agreement with Charter

A new three-year agreement with Charter Communications, one of the state's largest cable television providers, will allow WisconsinEye to continue broadcasting gavel-to-gavel coverage of state government, civic programs and policy-oriented events throughout the state.

The long-term agreement with St. Louis-based Charter Communications and WisconsinEye, a nonprofit public affairs network dedicated to engaging citizens with public policy, guarantees three years of broadcast distribution for WisconsinEye content. The previous agreement was an initial, short-term contract needed to secure channel assignments and begin broadcasting.

The continued downsizing of traditional media, especially newspapers, is being felt everywhere, but one place in particular: shrinking coverage of America's statehouses.

Madison isn't immune from what American Journalism Review calls "a staggering loss of reporting firepower at America's state capitols" with the loss of at least three correspondents in recent years writing either for newspapers or newspaper chains. (According to AJR: the Capital Times dropped to one reporter; Lee Newspapers eliminated a bureau shared by papers in Racine, Chippewa Falls and La Crosse; and Gannett's papers in Appleton and Green Bay now share a correspondent.)

WisconsinEye is a private, nonprofit public affairs broadcaster that focuses on state affairs. The network is nonpartisan and provides its audience with coverage of committee hearings, legislative floor proceedings, and other special events and activities taking place at our state capitol in Madison.


There are so many critical issues that we in the state Legislature will face in the 2009-10 session. Jobs and the economy, health care, schools, and transportation-these issues are central to the health of Wisconsin and will be addressed at the state level. Staying informed and getting involved is more important than ever before, and WisconsinEye is a great way to keep tabs on the proceedings.

11.08.08 | Wisconsin Lawyer: WisconsinEye, A New Eye on Legislative Intent

Judges, attorneys, and researchers in Wisconsin are often frustrated by the limited range of resources available to discern the legislative intent behind a state statute. There are few extrinsic sources of legislative history, mainly the drafting notes and lists of accepted and rejected amendments. A guide from the Legislative Reference Bureau summarizes the problem:


"Many of the resources commonly associated with legislative intent research with respect to the United States Congress have no counterpart in the Wisconsin Legislature. There is no verbatim record of floor debates. ... There is no transcript of committee proceedings. Without those resources, documentation of legislative intent must rely on other resources which are not necessarily relevant to intent, are often not useful, and usually must be interpreted in order to be helpful to the researcher at all."


This dearth of sources is particularly problematic because Wisconsin courts traditionally place great weight on extrinsic sources of legislative intent when interpreting an ambiguous passage from a statute, though this reliance has receded recently. However, the lack of sources may start to change with the advent of WisconsinEye.

Wisconsin Eye is a privately funded, non-profit organization that aims to provide the public with complete coverage of news from Capitol building. The organization began broadcasting live coverage of state government action in April 2006 on its website.
