The program, enacted in 1976, allows minority students from Milwaukee to attend suburban schools and non-minority suburban students to attend Milwaukee Public Schools. Grothman holds a seat on the Senate Education Committee and Chaired the Special Committee on Affirmative Action. A panel of agriculture experts discussed the The Future of Farming and Rural Life in Wisconsin project results and recommendations, October 18. The report, issued on October 7 by the Wisconsin Academy of Sciences, Arts and Letters, is the culmination of a two and a half year comprehensive assessment of Wisconsin's rural status. It intends to provide an impetus for both policymakers and citizens to take action on different challenges and opportunities affecting Wisconsin agriculture. This panel, which consisted of Project Director Wilda Nilsestuen, Project Co-Chair Stan Gruszynski, Rod Nilsestuen, Wisconsin secretary of agriculture, and David Ward, dairy director of Wisconsin Federation of Cooperatives, also discussed strengthening and growing Wisconsin’s dairy industry, the growing organic sector, new demographics of Wisconsin agriculture, and technological developments for more productive and sustainable agriculture. The Wisconsin Academy of Sciences, Arts and Letters, founded in 1870, is an independent, nonprofit organization, separate from state government and the university. Funded by grants, private endowments and members, the academy aims act as a catalyst for ideas and action. |

State Superintendent Elizabeth Burmaster named 163 new Wisconsin Promise Schools of Recognition at the Capitol Rotunda October 3. To be recognized, schools must be eligible to receive federal Title I funding and be among the highest poverty schools in the state based on free and reduced-price school lunch data. Additionally, student achievement on statewide reading and mathematics assessments must outperform the state average and also beat the average for schools with similar poverty rates. Finally, the school must have made adequate yearly progress (AYP) for the past two years as defined under the federal No Child Left Behind Act. |

As Wisconsin’s Legislature debates Healthy Wisconsin and the potential of consumer-driven purchasing, the UW’s Evidence-Based Health Policy Project adds perspective on Health Care Purchasing and Utilization Decisions: Challenges Facing Consumers and Employers. Consumer engagement in decisions about coverage, provider treatment choices, and purchasing is central to value-based purchasing and benefit design strategies. Several organizations in Wisconsin and nationally seek to advance the use of consumer tools, resources and performance information. The event covered assessing the status of current efforts, examining the potential of the consumer’s role in evaluating providers and services and how public policy fits into these efforts. The event featured François de Brantes, Director of the National Bridges to Excellence program, Christopher Queram, President/CEO of the Wisconsin Collaborative on Healthcare Quality, and Dr. Judith Hibbard of the University of Oregon, whose research focuses on consumer engagement and the use of tools for healthcare decision-making. The Evidence-Based Health Policy Project is a collaborative initiative of the University of Wisconsin Population Health Institute, the Wisconsin Legislative Council, and the University of Wisconsin La Follette School of Public Affairs. The event was held in the state Capitol on October 3. |
